Gardner Tanenbaum gets $10 million for Hangar 84 Tulsa. Foxborough gets $30 million tax credits and exposed by OTC emails.

How this worked? Hangar 84 is used to secure a $10 million loan, placing the risk back on Gardner Tanenbaum. Not really because it cost taxpayers $30 million $20 million-plus the loan.
