Statement from DHS Director Howard Hendrick

Below is a statement prepared by Director Hendrick in response to your request to speak to him about
the confidential report issued by OCCY June 25, 2007, that you obtained a copy of. Since this report
is confidential under the law and the law states that it or its contents should not be distributed
without a court order, we will not be making public statements about the contents of the report. To
do so would be a violation of the law.

Howard Hendrick Statement on OCCY Report:
The scope of the executive session of OCCY and the advice as to what could and could not be released
was governed entirely by the legal advice given by the Attorney Generals office. Commissioners were
directed by counsel to not discuss the report and to forward all media inquiries to Grant Moak,
assistant attorney general.
As for the approved recommendations made in the OCCY report, they speak for themselves. OKDHS did
not recommend that Kelsey be sent home because we were unable to determine which of several possible
perpetrators was abusing her.
The main change in our future practice will be that when we cannot determine which of several
possible persons is the perpetrator, we will request the services of the OSBI to supplement our
investigations.
